The Board of Directors consists of nine natural persons. Six members of the Board of Directors are appointed by the Council of Ministers for a three-year term of office:
- an independent Chairman;
- a representative of the Ministry of Commerce, Industry and Tourism, who shall be the Vice-Chairman of the Board of Directors;
- a representative of the Ministry of Finance;
- a representative of the Ministry of Communications and Works;
- a representative of the Ministry of the Interior; and
- a representative of the Electricity Authority of Cyprus.
The remaining three members of the Board of Directors are members of COSMOS or representatives of the members of COSMOS elected by the General Assembly for a three-year term of office.
